  Why Second is an enemy?

  Why the first Foundation perceived Second as a thing to find and eliminate, not as an ally? I did not get it. Both Foundations are having the same goal - create the second empire. Both are good. This is simply not logical for them to be enemies. Still, I liked the ending, that the Second one remain in shadows.
