Presented with a Russian demand to take an oath of allegance to the empress in 1786, the Kazakh commoners agreed to do so under the instructions of their religious leader, the mufti, who told them that it was not against their law to lie to Christians, and therefore they could agree to the Russian demands in order to receive presents.
